海上公正过渡工作队

 

世界正面临气候紧急情况. Urgent action is needed to limit global warming to 1.5ºC or we will face disastrous consequences. Responsible for transporting 90% of global trade 和 supplying the world with food, 燃料, 药品和货物, the global shipping 行业 accounts for 3% of global greenhouse gas (GHG) emissions.

的 ‘海上公正过渡工作队’ is an unprecedented initiative, 在格拉斯哥举行的第26届缔约方大会期间设立的, by the International Chamber of Shipping (ICS), the International Transport Workers’ Federation (ITF), 联合国全球契约(UNGC), the International Labour Organization (ILO) 和 the International Maritime Organization (IMO), to ensure that shipping’s response to the climate emergency puts seafarers at the heart of the solution, supported by globally established Just Transition principles.

It is the first global sectoral task force dedicated to a ‘Just Transition’ 和 seeks to strengthen 和 coordinate collaboration between governments, 行业, 工人, academia – 和 their representatives – towards a safe, equitable 和 human-centred approach to the transition towards a decarbonised shipping 行业.

This international collaborative group serves as a platform for these global partners to engage in strategic dialogue around the main themes of Maritime Just Transition, complementary to shipping’s decarbonisation agenda 和 part of the wider international community’s “transition to a green economy”. Phase 1: Mapping a Maritime Just Transition for Seafarers

报告, which provides “Insights into seafarer training 和 skills needed to support a decarbonized shipping 行业”, models three emission reduction scenarios to estimate the number of seafarers requiring additional training to h和le alternative 燃料s up to 2050. All three scenarios highlight an immediate need to start putting the seafarer training infrastructure in place.

的 报告 concluded that a lack of clarity about viability 和 uptake of alternative 燃料 options, as well as uncertainty surrounding regulatory developments 和 financing, is making it difficult to plan effectively for the transition of the maritime workforce 和 to attract investment towards new skills programmes, compatible with the 行业’s needs for a decarbonised future.

10-point-action计划
